First of all, only those apps were banned by the government which were 'red-flagged by the Indian intelligence agencies'. A total of 59 Chinese apps were deemed as a threat to the country's security. It is assumed that PUBG must have also been screened by the intelligence agencies for possible threats, but eventually, it didn't make the list as the authorities might not have deemed it a security risk.
“The compilation of these data, its mining and profiling by elements hostile to national security and defence of India, which ultimately impinges upon the sovereignty and integrity of India, is a matter of very deep and immediate concern which requires emergency measures,” the statement issued by the ministry read.

PUBG not entirely Chinese
Another reason behind PUBG not making the list of banned apps is that it isn't entirely Chinese. The game has been created and managed by Bluehole which is a South Korean organisation. After PUBG became popular, Tencent - a Chinese conglomerate - joined hands with Bluehole to market the product in China and has since started handling a large portion of its distribution. In India, the game is distributed in India by Tencent Holdings.

Ever since the news of the said number of Chinese apps being banned in the country broke, the hearts of gamers and ESports enthusiasts have been racing with the fear of them losing hold of the world-renowned game.
As far as the current situation goes, PUBG's fans can continue to enjoy the game. Considering the app didn't make it to the list this time, there are slim chances of it being suspended in the near future at least.
Theres a one more important information that including the banned apps by the goverment due to the pandemic situation those applications are just banned on the app store the users can still use them.. but soon the goverment will go through this.
